GOVERNANCE IN INDONESIA’S DEMOCRATIC TRANSITION
Segera setelah turunnya Suharto, Indonesia melakukan perubahan besar untuk menjawab tuntutan reformasi.
Perubahan-perubahan dalam spektrum politik legislatif dan institusional di lakukan. Bersamaan dengan perubahanperubahan
ini, konsep Good Governance diperkenalkan. Artikel ini hendak mencoba mempertanyakan makna “Governance:
dan Governance Reform” dalam suatu sistem demokrasi yang sedang menjalani transisi seperti Indonesia. Selanjutnya,
uraian akan diikuti dengan ilustrasi mengenai kinerja governance provinsi setelah satu dekade berjalannya reformasi.
Di bagian akhir, artikel ini akan mengajukan beberapa proposisi terkait dengan persoalan governance di dalam transisi
demokrasi

SUATU TINJAUAN EKONOMI
Good Governance plays a critical role towards the sustainable of economic development in Indonesia. This is simply
because it determines the efficiency, integrity, and effectiveness of public sector management, and also accountability and
transparency of corporate and financial governance in the private sector. However, the direct concern on this matter seems
to be limited only on the bureaucracy reform as it can be seen from the issuance of the Presidential Instruction No. 14,
2010 (Inpres no. 14/2010). Whilts the above bureaucracy reform is no doubt necessary, but it is considered insufficient to
make the good governance work well. Other reforms aspects such as political office, civil society and economic society are,
therefore, cannot be avoided. This paper aims at discussing the concept and the policies of good governance for Indonesia
particularly from economic perspective. It was argued that in order to make good governance from the economic stand point,
it is a must for the government to establish economic and financial management focusing inter alia towards macroeconomic
stability, commitment to social and economic equity, and the promotion of efficient institutions through structural reforms
such as trade liberalization and domestic deregulation. Also, it is argued that there is a need for Indonesia to justify her
own ways rather than only by adopting the best practices of the good governance available in other countries.
Inda Presanti-Loekman, Hery Sulistio Jati Nugroho SriwiyantoFAIRNESS: PRINSIP GOVERNANCE YANG TERABAIKANGood Governance is an important foundation to the attainment of development goals in a transitional democracy
such as Indonesia. Good governance as a concept is exercised through its principles. Major institutions attempt to seek
ways to put governance in practice have concluded that the principles of transparency and accountability are the two most
crucial principles to apply. However, fairness as one of governance principles has often being overlooked despite of its
significant contribution to the process of transitional democracy towards consolidated democracy. This article attempts to
show the importance of fairness to the attainment of people’s welfare. Indicators drew from Partnership Governance Index
show that fairness well contributes to the effectiveness of development as well as guarding the transitional democracy
towards consolidated democracy. The application of fairness guarantees the people’s rights to obtain equal quality of
basic services such as health and education.
Sri Sunarti Purwaningsih“GOOD GOVERNANCE DALAM PELAYANAN KESEHATAN DI INDONESIA: STUDI KASUS DI BANDUNG DAN MAKASAR, INDONESIA ”Good governance in health financing is very important in line with the government policy to assist the poor people
in accessing the afffordable health care services. The importance of governance in health financing lies in the fact that
Indonesian Government provides health services scheme for about 74 millions poor people. Local Governments of Bandung
City as well as Makassar City are among the local government that provide local health security (Jamkesda) to cover those
who are not included in the national community health security (Jamkesmas). This paper is written based on a study on
“Poverty and Access to Health Care Services” conducted in Bandung and Makassar in 2009 and 2010 respectively. The
study found that both cities have implemented a policy related to health insurance for the poor people. The program was
part of the mayor’s campaign at the time of election for the mayor. The program helps many local people to get access
to health care services. Unfortunately, there are still many poor people especially the migrants who do not possess the
local identity card excluded to the program. Lack of insurance coverage, high cost, have resulted in use of unsupervised
self-treatment or substandard care. Their health seeking behaviour had led to suboptimal health consequences including
delayed treatment of illnesses. Considering that financial capacity of the government is limited and the need of optimal
implementation of health care service scheme, it is therefore important to pay attention on the aspect of good governance
in delivering the health-care service related matters.

DI PROVINSI SUMATERA SELATAN
This paper has examined good governance in promoting investment in the South Sumatera Province. In the context
of decentralization, it is evident that the local government (Kabupaten/Kota) seeks to enhance its fiscal capacity to provide
sufficient public services to the community. In this regard, the policy of raising fiscal revenue (PAD) has been undertaken
through broadening local tax and retribution. However, such policies have deteriorated business climate and thus hindered
investment in the region. The one-stop service policy also fails to enhance investment due to the weakness in bureaucratic
system of the local government, despite insufficient quality of infrastructure, such as electricity, transportation reduce the
willingness of private sectors to invest in the region.

DALAM PERSPEKTIF GOOD GOVERNANCE:
ANALISIS EMPIRIS DI INDONESIA
This paper explores linkages between governance and poverty in Indonesia for the period 2001 to 2008. The
dimensions of poverty reduction policy, which include poverty, inequality, and growth, demonstrate that the poor do not
benefit proportionately from economic growth. It also shows clearly comparing with inequality, in which the results of the
study shown that a strong link exists between governance indicators and poverty in the country. Econometric analysis shows
that there is a strong relationship between good governance and poverty reduction. It is concluded that the improvement
of voice and accountability, political stability, government effectiveness, regulatory quality, and rule of law can control
corruption and the pro-poor policies, which ultimately reduce poverty in the long run. Facing the challenging of good
governance toward poverty reduction, Indonesia needs to formulate and implement effectively its governance policies to
encourage the good governance, including both of region and time dimensions

Good Corporate Governance on Islamic banking is one of the important pillars that must be created to overcome the
distrust among stakeholders. This paper aims at describing the concept of corporate governance in Islamic perspective
and its application to Islamic banking. The method of analysis in this paper uses descriptive and qualitative analysis
through the study of some literatures related to concepts, theoreticals and frameworks of corporate governance between
Western models (Anglo-Saxon Model and European Model) and Islamic model. The basic concept that is used to formulate
the corporate governance in Islamic perspective is Tawhid and based on the paradigm of stakeholding. The Corporate
Governance in Islamic approach is more oriented in the value of honesty and fairness to all stakeholders. The concept of
Islamic Corporate Governance emphasizes on three main aspects, namely, accountability, transparency and trust. Related
to accountability, the roles of the Sharia Supervisory Board (SSB) and the internal control of banking system are necessary
to ensure that Islamic banking practices remain based on Islamic principles. Transparency in Islamic banking is a form
of information to public, about the bank’s financial conditions and performances, business activities, risk profiles, and
risk management practiced accurately and timely. In addition, between the islamic bank and the customer must have a
high sense of trust
Sukarna WirantaGOOD GOVERNANCE DALAM PENGELOLAAN
UTANG LUAR NEGERI
A loan or foreign debt is still important for Indonesia due to the lack of the domestic funds, especially tax in order
to finance the country. However, it management does not effective due to the bad governance that it based on the politic
motive than economic, and the official’s government tends to corrupt, collusion, and nepotism (KKN). This paper aims to
describe the performance of the management foreign debt, and its prospect in the future.
