Amiruddin al Rahab Operasi-Operasi Militer di Papua: Pagar Makan Tanaman? The aim of this paper is to describe military operations in Papua undertaken by Kodam Tjendrawasih. The operations conducted by the Kodam based on security approach have caused thousands of civilian victims. Therefore, Kodam that suppose to be the protector of the people and the state has triggered bigger problem for unity of the nations, separating movement in the region. The problem of Papua has to be solved by targeting the roots of the problem, which is the role of military as a tool for solving conflict in Papua. After all, the main problem in Papua has to be identified and solved by an approach that reaches the basic problem in that region: self esteem and the welfare of the people of Papua.
Lili Romli Pro-Kontra Pemekaran Papua: Sebuah Pelajaran Bagi Pemerintah PusatThe division of the Province of Papua is an interesting case in post reform era in which local government autonomy is a hot topic in local politics in Indonesia. The decision to divide the province comes from Central Government in Jakarta, not provincial government in Jayapura. The decision raises dispute argument in pro or contra on the necessary of the division between people of Papua. The paper aims is to describe the discord between the problem of the Division of Papua in the level of formal rule and the pro and contra to the decision. To solve the problem of pro and contra, this paper argues that it is necessary to give more room for people of Papua to decide what it need. By involving local institution that has been legally approved as representatives of Papuan people, such as Papuan People Assembly (Majelis Rakyat Papua, MRP) and DPRD, the pro and contra to the division among people and government will be solved in dialogic decision.
Adriana Elisabeth Dimensi Internasional Kasus Papua Issue on Papua has a strong international dimension. It will remain critical for Indonesian political bargaining when political violence and human rights abuse continue in Papua. The existence of multinational companies contributes to the international dimension of the Papuan case. Although most foreign countries stick on their commitment to support the integrity of Indonesian territory, the future of Papua depends on how the political and economic problems would be resolved.
Syamsuddin Haris Demokratisasi Partai dan Dilema Sistem Kepartaian di Indonesia Political parties are integral part of process of democratization in Indonesia. But, rather be the solution of the problem in democratization of the country, Indonesian political parties are still part of the problem. The paper is aim to identify problem of the parties in Indonesia and the party system. The paper describes that the parties have at least four shortcomings as its basic problem, i.e. institutional problem, leadership problem, structural problem and ideological problem. This paper argues that to make political parties become the solution of political problem in Indonesia, it has to be modernized. In the context of revision of Decree of Political Party, the party system has to be fitted in with other system in Indonesian political system. The choice is not only to choose between multi-party or bi-party system, but to choose the system that coherence with the whole political system in Indonesia.
Syafuan Rozi Merentas Jalan Panjang Perdamaian: Negara & Masyarakat dalam Resolusi Konflik Horizontal conflicts that occured in Central Sulawesi, Maluku, and North Maluku have caused more than five thousands casualties and more than five hundred thousands IDPs in North Sulawesi. The conflict has segregated the society into separated communities that live base on religion: Islam and Christian. Research on anatomy of violence in Indonesia has showed a great development since 1990s. The research was only focused on dominant actors and groups. The research seldom included religious leaders, local leader, and youth leader; neither had it involved IDPs as research object. Therefore this research suggests a development of people economic model that create cooperation between each members of society. The model itself can generate family base economic empowerments that promote communalization among and intra-society. Base on that idea, folks festival been held periodically, with each villages can produce its special craft and product. Folk’s festival can act as peacemaker in annihilating reason for conflict. Local wisdom such as panas pela, hibualamo need to be introduced among generations of people.
Indriana Kartini Minoritas Muslim di Australia dan Inggris The war against terrorism has become the main topic and spread all over the world since the bombing of WTC building in September 11th 2001. The issue is that rather fighting terrorist as the actor of terrorism, the war is blured with fighting Moslem people as the most victimized as the actor of terrorism. Moslems in Australia and United Kingdom, two countries that become close supporter of USA in the war against terrorism, has suffered of negative public perception. It is interesting to analyse policy in those two US’ close allies. The research that has been conduct compares policy of Australia and Britain after the bombing. Image of Moslem community in those countries is shaped by the role of mass media as the source of opinion. The war against terrorism has negative effect that it is victimizing Moslem community as the source of terror.
Athiqah Nur Alami Kebijakan Pertahanan Australia dan Respon Negara-Negara Asia Timur dan Selandia Baru Australia’s position in Asia Pacific has a significant consideration on their policy making, primarily defense policy. Their close relationship with The United States of America and the United Kingdom sometimes becomes impediment in building relations with neighbor countries in Asia. The Australia’s defense policy more or less reflects the big countries’ interest in Asia Pacific, including Proliferation Security Initiatives, SM-3 and AMIZ policies. Those policies bring about various reactions from the East Asian Countries and New Zealand. The different reactions are related strongly with their interest and cooperation with Australia.
Athiqah Nur AlamiKekerasan ala Kapitalisme: Sebuah Telaah atas Buku Violence and Democratic Society The rise of capitalism at the present does not mark it as a glorious ideology. Capitalism has many dark sides that we should aware. One of the dark sides that is worth to be noticed is the emergence of violence against human that happened to maintain the existence of Capitalism itself. The Violence has various forms, direct violence and indirect violence. Each form of the violence brings consequence that is often disrespect the universal human rights.
