Corruption has damaged the condition of a nation. The success of combating corruption in Indonesia
depends on the effectiveness of President Yudoyono’s administration’s prevention and prosecution. This study
intends to analyze the level of effectiveness of Yudoyono’s handling of corruption. After analyzing the two
variables, it is concluded that the efforts to handle corruption by Yudoyono’s administration are sufficiently
effective and increase performance in handling corruption

The Indonesian government commissioned nine national parks to be established in 2004. One of them was
Ciremai Mountain (15.500 Ha), located in West Java Province. The management practice for the Ciremai
Mountain has changed for at least three times: a limitation production forest management project, community
forest management (In Indonesian: Pengelolaan Hutan Bersama Masyarakat (PHBM)), and a national park.
This research was conducted in two villages: Trijaya and Linggasana. They were chosen because those villages
are located at the foot of the Ciremai Mountain. The locals in these villages are dependent upon the forest, and
accesses to forest resources are important for their incomes and livelihood. This research indicates different
opinion from the locals. The locals in Trijaya at the beginning were disillusionment, however, the locals in
Linggasana had different perception. In conclusion, this research showed that the locals and many stakeholders
prefer the PHBM as forest management in their area. However, now they accept the changing into national park.
The recommendations for this problem are hopefully national park is the last changing for Ciremai mountain so,
the locals will not be confused anymore, BKSDA should act quickly to decide the zone areas and keep their
promise to continue PHBM management, even though Perhutani is no longer in charge

This Research aims to describe the background of social and economic level and the pattern of social relation
of activists of Jama’ah Tabligh (JT), a Moslem community of da’wah movement sufistically in Surabaya. As a community,
JT is developing and organizing Karkun activists to put and to spread Islamic spirit to the world, including Indonesia.
By observation participation, this research uses qualitative approach and Purposive Random Sampling to 50 Karkuns
as respondents. The objectives of this study are to find out some factors that are motivating Karkuns to participate in
Gladding process, having awareness sense and working with partners. It also aims to find out the pattern of social
relation such as conflict (between Karkun and family), competition (karkun and partners) and elaboration (Karkun
and Amir).

of the national law system and to analyze articles of the law from sociology and legal perspectives in order to

Government must reduce smuggling activity especially in cellular import to gain better import tax revenue.
But how to do that without reducing consumer welfare, is the main purpose of this research. This research uses
time-series database, with Smart WITS model, and partial equilibrium calculation. This research finds that rule
of government and surveyor to fight the smuggling activity does not injure consumer surplus, meanwhile rule of
association reduces market structure that will injure consumer surplus badly. This research also finds that best
tax revenue will be gained when the government or surveyor plays maximum rule to fight against smuggling
activity.

reform that has been applied by the People’s Republic of China (PRC) since 1978. The effect of the economic
reform is focused on the development of agriculture, industry, and the Chinese social change. This study is done
through qualitative approach. The data is taken from library and previous studies. This study is expected to give
contribution to Indonesian economy in its effort to increase competition in the global economy. The first step in
the economic reform is done in the agriculture sector as a pillar of Chinese. Most Chinese people are living in
rural areas, where agriculture is basic foundation of living. By readjustment in agriculture policies and supported
by science, technology, and education, Chinese agriculture is successful to increase Chinese gross national
product (GDP). For industrial sector, China is successful to bring its country to become the fourth rank in the
world only after the United States, Japan, and Germany. The development of Chinese economy has also influenced
the change of social condition of Chinese, in the social formation particularly. One indicator of social changes
is the growth of middle class that is useful to strengthen the stability of Chinese society.

Proses rekonstruksi dan rehabilitasi Propinsi Nanggroe Aceh Darussalam setelah tragedi tsunami telah
mengakibatkan meningkatnya usaha sektor konstruksi. Namun demikian, data mengenai ketenagakerjaan
sektor konstruksi, khususnya aspek upah, sangat tidak memadai untuk membangun kembali kebijakan
ketenagakerjaan di propinsi ini. Tujuan studi ini adalah untuk mendapatkan struktur dan tingkat upah sektor
konstruksi di Nanggroe Aceh Darusallam. Di dalam studi ini dilakukan survei dengan menggunakan teknik
Probability Proportional to Size (PPS) Sampling dengan menggunakan hasil Sensus Ekonomi 2006 sebagai
kerangka sampel dan suatu studi kasus untuk mendapatkan data tersebut, serta menganalisa data dengan
metode qualitatif dan deskriptif. Dari hasil analisis ditemukan adanya perbedaan tingkat upah yang signifikan
antar wilayah dan jenis pekerjaan sektor konstruksi. Ditambahkan bahwa adanya bantuan internasional tidak
berarti pendapatan yang jauh lebih tinggi bagi pekerja sektor konstruksi. Peran penduduk setempat juga tidak
berkurang di sektor konstruksi walaupun banyak pekerja dari luar Aceh yang datang untuk bekerja di sektor
konstruksi.

The objectives of this paper are identifying and describing socio-cultural variables of possibilities to
administer co-management implementation strategy at Riam Kanan Reservoir. The research was conducted in
2006 using qualitative and intrinsic case study at three villages, Tiwingan Baru, Benua Riam dan Kalaan,
Banjar District, South Kalimantan Province by considering both fishers concentration sites and sites’ accessibility.
The results showed that communities in those three villages have some high socio-cultural variables, such as
social binding, political binding, participation in decision making and local institutional role, which could be
designed as potential assets for implementing co-management. Besides, other key variables such as group
cohesion, institutional existence, socio-cultural, stakeholders’ participation, coordination between community
and government are also high for developing co-management strategy

Lake as a potential water resources in Depok and the downstream must be protected because situ need for water
resources, flood control and also as a ground water recharge. So, there’s need an effort to maintain or to revert
the function of lake turn into productive green area.This research used descriptive explorative approach, trough
classify quantitative data of spatial pattern, lake’s physic condition, policy that manage lake, institution and
program that conected with lake, and so to analyze the relation between land use conversion caouse spatial plan
with change lake’s function in Depok.The result showed that spatial pattern of Depok encourage land use
conversion that threaten to the lake with change several lake’s areas directly or indirectly. Lake’s physical
condition identification shows that 19 lakes (70,37%) had good functions and 8 lakes (29,63%) had damage
conditions. It’s because of un integrated lake’s management in implementation and institution.

a descriptive analysis based on secondary data. It concludes that there are a lot of opportunities in the development
of biofuel, such as increasing the supply of alternative energy, improving the quality of environment, creating job
vacancies and attracting foreign direct investment. However, there are also many obstacles in terms of financial
support for the program, supply of raw material, manufacturer, campaign of the program, affordable price and
government policy. This industry is an infant industry that still needs a lot of government intervention

Flood from the rising of sea level–known as a rob is a classical problem for north coast area, include
Semarang. A climate change has significantly increased rob. Rob is natural phenomenon occur yearly which
gives a significant damage for society. The aim of this research is to measure the damage bared by society on
economic perspectives.
This research is using quantitative and qualitative with descriptive analysis based on questionnaire and
literature review. The result shows that the damage on economics perspective : 1) estimated human health cost
Rp10.000,00–Rp80.000,00, 2) productivity loss Rp10.000,00–Rp100.000,00, 3) house maintenance cost
Rp500.000,00–Rp2.000.000,00. On the environment perspective there is significantly degradation of environment
quality.

KESEHATAN DASAR DI KABUPATEN KERINCI
This cross sectional study was conducted in 2006 in Kerinci District, Jambi Province, in line with similar
studies in other 2 provinces (South Sumatera and Papua). The general objectives of the study are to assess the
community perceptions on the health system responsiveness, access to services and quality of health care in
Puskesmas. This assessment will be used as baseline data for Ministry of Health and European Union to develop
grants program properly in 3 selected projects provinces. Data collection was conducted by exit interview using
structured instruments on 171 out-patients in 9 selected Puskesmas. In each Puskesmas, minimum 10 respondents
were purposively selected and asked to give their voluntary participation in this study right after they got
services. Interview was carried out by trained interviewers to assess respondent’s perception on the quality of
basic health care based on 4 dimensions: Good Public Image; Access to Health Services; Personnel Performance;
and Client Preference.
General assessment showed that The dimension of Personnel Performance had the highest score among 4
dimensions (92,42%). At the opposite, client preference had the lowest score (49,26%). The other dimensions had
more than 85% scores (Good Public Image: 85.13; and Access to Health Services: 88.56%). Total positive perception
score for all dimension was 86,56. These findings showed that respondents were generally satisfied with the
health service in selected Puskesmas in Kerinci. By order, these satisfactions were on Personnel Performance;
Access to Health Services; Good Public Image and Client Preference; with the percentage of satisfaction for all
dimensions was 91,8%. The lowest satisfaction percentage was in Puskesmas Tarutung (83,33%) and the highest
(100%) was in 3 Puskesmas: Jujun, Sanggaran Agung and Rawang. It is recommended to encourage capacity
building program for Puskesmas Tarutung, which was observed in lack of the availability of essential drugs, SOP,
and also poor condition on building performance. Puskesmas located far away from Sungai Penuh, such as
Puskesmas Kersik Tuo (with in-patient services) need x ray unit. On the other hand, Puskesmas Lempur can be
increased to be puskesmas with in-patient services. Placement of Dentist and/or teeth nurse in Puskesmas Tarutung
and Lempur is strongly recommended. Furthermore, the effort to improve and maintain patient’s satisfaction
should be continuously programmed. The high score assesed in this study should be very carefully interpreted in
line with the limited choices of health providers in Kerinci.

This paper is about a new election system that has been adopted in local government of Indonesia recently,
called pilkada langsung. Pilkada langsung or direct local government election is a system that invites public
participation in the election of head of local government. This system was resulted from the implementation of
UU No.32/2004 about decentralization in which one of the regulations is the election of head of the local
government. In its implementation, pilkada creates some impacts on the community and the local government.
The local governments as the bureaucracies have critical positions when their neutralities are questioned.
Bureaucracy neutrality may impact the success of the election itself. Yet, this neutrality was different among local
government. And one of the causes is the structural conditions: i.e. social and economic factors.

The first step in developing synergic collaborative management of national park is stakeholder identification.
This study aims to identify role and function of stakeholders on management of Wasur National Park (WNP). The
research is done by interviewing stakeholders and local communities within WNP area. The method chosen is
survey by using semi-structured interview to represented key-informants. The result showed that the related
stakeholders were government institution, both national and regional, and non government institutions such as
NGO, private sector and local community institution. Stakeholders have the similar goals of conservation,
benefit, and support on management. They provide positive contribution on management, yet there is synergy.
The direct primary stakeholders are WNP institution, regional government of Merauke regency, NGO and local
community. Based on stakeholders role and function, the collaborative management has prosperous opportunity
to be applied in the WNP management

The relation between human and environment was described in the model of how population influences the use
of land and water supply. This model was made in 2004 and was aimed to discover population growth and to
predict the growth of population and its relation to the use of land and water supply in Panggang Island. Based
on the simulation, population will reach 7.670 people in 2046. If the situation remains, it was probable that in
the same year, all the land will have been utilized as homing, and water supply will start to become a scarce
source. To deal with population problems, relocation was possible to conduct. While with water supply problems,
it was possible to create technology which will support water supply, and to suppress water pollution level

source. Through reformation, ethnic heterogeneity in Indonesia could not be well accommodated. As a
consequence, social conflicts still often happen. This paper tries to discuss Sampit conflict, the biggest humanity
tragedy in Indonesia in the 21st century. The author will try to analyze how intercultural communication happened
between Maduranese and Dayaknese and try to analyze how intercultural communication should have happened

migrant, and as order wife or of mail order of bride. In the case of handling of problem of trafficking, Indonesia
isn’t it as Tier 3, that is state which do not conduct efforts which isn’t it to make regulation. Indonesia expressed

descriptive analysis research. The research data were Buginese song lyrics covering the form of words. The
source of research data were the works of Jauzi Saleh, Yusuf Alamudi, Haji Mustafa Bande, Hasan Pulu, and
Syam SR. Each of the song composers represented ten of song lyrics. The data collecting technique include
taking inventory technique, reading observation, and recording. The technique of data analysis include the
process of sorting corpus data, data reduction, data presentation, and data verification. The result showed that

Petrochina East Java’s piping and storage facilities is used togeher by several companies to deliver crude
oil from six different fields.The crudes are blended in a storage tank and known in the market as Mudi Mix crude
oil. Volumetric shrinkage occur due to such blending, therefore total volume of Mudi mix is less than sum of six
crude volumes. Blending simulation is conducted in laboratory to investigate effect of composition fluctuation of
each component to total shrinkage. Influence of every component to shrinkage value is obtained based on the
laboratory simulation. API chapter 12.3 equation about shrinkage resulting from binary oil mixture is modified
to accommodate this multicomponent blend. Modification is done by changing the equation constants to have
the shrinkage fit to the empirical laboratory data. By using the modified equation, volumetric shrinkage of Mudi
Mix in October 2005 could be determined as 0.176% that is equal to 29.5 barrel per day at total average
production of 16.736 BOPD.

The purpose of this research is to examine the use of natural rubber latex-g-methyl methacrylate (LKA-g-
MMA) copolymer as an additive for viscosity index improver of high viscosity index (HVI) lubricants. The LKAg-
MMA copolymers were dissolved using several methods and then formulated with HVI lubricants with various
concentration of additives. The results show that the most effective blending method is by extracting the copolymer
in chloroform for 48 hours before dissolving it in HVI lubricant, which took 4 hours to completely dissolved. The
viscosity index of lubricants are raised along with the increasing of LKA-g-MMA additive concentrations. The
best lubricant viscosity index obtained by adding LKA-g-MMA copolymer that has been extracted for 48 hours
in chloroform, which shown the viscosity index improvement to 21%.

Flare gas is’waste gas’ as the result of refineries normal operation, petrochemical plant, and other operating
facilities which is vented to the flare system. Gas flaring made the CO2 - released to the atmosfer that can
decreases the environment quality. The volume of flare gas in Indonesia is still quite large, that is 322.30
MMSCFD or about 4% from the Indonesian total gas utilization.
Flare gas utilization oftentimes obstacled by gas volume which relatively small and the location are
spread and far from the transmission pipe infrastructure or distribution. With those obstacles therefore there is a
need to review natural gas transportation alternative such as gas carrier in LNG or CNG form. For flare gas
which are not having great volume of gas, mini LNG plant become one of the choices that suitable to be reviewed.
LNG is a natural gas that liquified by cooling the gas until reaching temperature of -160oC, so the volume
becomes 1/600 times.
This study was a study case of mini LNG plant development which utilize flare gas from Cemara Barat field
in West Java with 1.4 MMSCFD feed gas. Considering on small gas supply from field, the GTI technology has
been chosen as the technology that can accomodate the required capacity gas plant and used Mixed Refrigerant
Cycle as the liquefaction technology. After conducting process simulation and calculation, it provides product
of 0.67 MMSCFD. By doing economical analysis with scenario 70% debt ratio and interest 9% so it will be
known the IRR for this case is 12%, whereas the ROI is 44.4%. Besides that, the willingness to pay of the flare gas
from Cemara Barat field is US$ 0,60/MMBTU with the LNG sell price US$ 8/MMBTU.

SEBUAH HASIL PENELITIAN AWAL
This paper is based on a preliminary research which is limited in the scope of distributed heat waste
temperature followed by variety identifying of marine biota (plankton and benthos) surrounding PLTU waters
due to the temperature difference (“T) of Mixing Zone, which lies between 6,7ºC – 2,0ºC (standard : “T < 2,0ºC).
It is dealing with position and area Mixing Zone, which is lied on 5 varied locations and is influenced by such
factors as generator loading, sea current path, tidal, season, direction and wind velocity. High and low temperature
“T in Mixing Zone is changed by heating waste water temperature thrown away to this waters and waters
ambient temperature as well

The aim of the study were to identify current dynamics based on Acoustic Doppler Current Profiler (ADCP)
data and to understand the dynamics of suspended materials and their correlation with spring current pattern.
ADCP data were collected along and across the river mouth transects to record two major currents working in
the site, i.e. East-West and North-South. Identification of spatial and temporal evolution of current and sediment
transport was based on qualitative interpretation, e.g. changes in strength and direction against distance and
depths or against time during ebb phase. The results showed that current speed obtained from cross-stream
transect (0.143 m/s) is faster than along stream transect (0.117 m/s) with predominant current direction was to
the North. Highest concentration of suspended matter and transport of suspended matter was relatively higher
in the northern portion of the river mouth as well as higher current velocity

PENGELOLAAN TANAMAN JARAK (Ricinus communis L.)
DI INDONESIA
The research was designed to develop the integration of crop and economic model. This model can be used
as a decision support tool for the management of castor oil in Indonesia, including agro climatic zoning as well
as to support economic feasibility analysis. The field research was conducted for two years in 2002 and 2003 at
three locations having distinct environmental conditions, i.e. Malang (575 msl), Sukamandi (50 msl) and
Situbondo (5 msl). Integration of economic and crop model was conducted in BIOTROP ICSEA from Juni 2004
to Januari 2005. The research consisted of the field observation and construction model. The experimental
results were used to determine quantitative relationships to obtain model parameters, calibration, and validation.
The model simulated processes related to crop growth in response to the inputs (weather variables, soil and
agronomic inputs), as well as its economic analysis. Economical analysis can be integrated into the model does
not only provide biophysical analysis but also the economic feasibility of the crop cultivation. The results also
indicated that Situbondo was suitable for the development of castor oil

DASAR MINYAK JARAK
Lubricating grease is being developed from castor oil due to several advantages such as its biodegradability,
better lubricating capability, cheaper and applicable for industry and agronomy, but it can be easily oxidized by
air and heat. Antioxidant additive can be added to inhibit the oxidation process. This research is done to
determine effect of antioxidant and stabilizing additive in the lubricating grease. Its texture and consistency are
effected by heating, cold and stirring. Characteristic tests have been done are Evaporation Loss, Total Acid
Number and Iodine Value. The result is grease with TBHQ 4 % and heat stabilizing Irganox 1010 show better
effective
